Last week Mayor Spicer, City Council Giombetti, and School Committee Chair Adam Freudberg together announced that the application process for the City’s new Strategic Initiatives and Financial Oversight Committee (SIFOC) has begun.  The Framingham Home Rule Charter established a SIFOC to advise the Mayor, City Council and School Committee on the status of Framingham’s long range strategic plan, the state of the municipal economy, sufficiency of municipal revenues, and other fiscal matters.

“In our short time as a new city I have been impressed with the detail oriented and transparent process our government has led as we finalize and plan both our near and long-term budgets,” said Adam Freudberg, Chair of the School Committee and District 4 Member.  “Moving forward with the establishment of the Strategic Initiatives and Financial Oversight Committee we have an opportunity to broaden our views by strategically utilizing community input from experienced residents and members of the business community.  I encourage residents from all nine districts to apply so the School Committee has a wide talent pool to select from.”

According to Article VI Section 11 of the Charter, the SIFOC shall be comprised of Nine (9) residents needed for staggered three-year (3) terms.  The Mayor, City Council and School Committee will each choose three (3) members, with the following minimum requirements:

• One (1) member with expertise in finance,
• One (1) member from the local business community.
• One (1) member at-large

The Charter also states that SIFOC members may not hold any other elected or appointed office with the City of Framingham, SIFOC members receive no compensation of any kind, the SIFOC will report annually to the Mayor, City Council and School Committee, and shall file all of its reports with the City Clerk.
