Dr. Coretta McCarter Selected to Represent Framingham Public Schools in the Influence 100 Pilot Program

October 23, 2019 (Framingham, MA): Framingham Public Schools is proud to announce that Dr. Coretta McCarter, Director of the Grants Development and Title I Department, has been selected to participate in the Influence 100 Pilot Program, an initiative of the Massachusetts Department of Elementary and Secondary Education (DESE).

“I am excited to work with Dr. McCarter as she expands her already strong skill set as an educational leader," said Dr. Robert Tremblay, Superintendent of Framingham Public Schools. "Dr. McCarter brings a wealth of experience and knowledge to her current position in our district, but this opportunity is a terrific springboard for her professional growth as an aspiring superintendent. I was pleased to be able to advance her name for this pilot program and even more pleased that Framingham was among the districts DESE selected.”

The Massachusetts Department of Elementary and Secondary Education (DESE) recently launched Influence 100 which aims to increase the racial and ethnic diversity of superintendents in Massachusetts, create more culturally responsive districts and leaders across the state, and promote better outcomes for students. Influence 100 also includes a fellowship program for qualified educators who desire to move into the superintendent role in the next five years and support for school districts to become more culturally responsive and diversify their educator workforce.  

Similar to six other Districts in the Commonwealth, Framingham Public Schools has been selected and identified as an ‘Illuminate’ District. This means Dr. McCarter will engage in deep study and learning about the conditions that enable the work to take hold and grow. “The work” refers to making districts more culturally responsive, developing and enacting an intentional human capital strategy to diversify the educator workforce, and closing the gap between how students of color and white students experience school. A robust array of technical and strategic support will be provided to the Illuminate districts, including a community of practice that will be developed as a structure for ongoing support, and exposure to the most cutting-edge national thought leadership that aligns to the desired outcomes of the pilot.

Six different Districts were selected as “Spark Districts”. The conditions may not be as optimal as in “Illuminate” districts, but there is clear political will to engage in making the district more culturally responsive, to develop and enact an intentional human capital strategy to diversify the educator workforce, and to close the gap between how students of color and white students experience school.  Technical and strategic support will be provided to these districts, grounded in the ongoing learnings from the pilot. This support could include professional development sessions, webinars, and access to a knowledge management platform with artifacts and resources. “Spark” districts may select a specific focus for their engagement, but may have to spend some time building a strong foundation before taking on a more comprehensive set of strategies to diversify their educator workforce and become more culturally responsive.

Each “Illuminate” and “Spark” District has selected an employee who aspires to the superintendent role in the next five years as an “Influence 100 Fellow”.  Influence 100 Fellows will engage in one day a month leadership development programming provided by DESE during SY19-20 that is focused explicitly on building skill and development in areas that are particularly salient to increasing the racial and ethnic diversity of superintendents in Massachusetts. The leadership development curriculum will focus on understanding racial identity development, political navigation, negotiation, working with a school committee, and building a multi-racial professional network, among other topics. National and local speakers and experts will be invited to each session, expanding the professional networks of Influence 100 Fellows.

About the Grants Development and Title I Department
The Department of Grants Development & Title I (GDO) was established to help provide accountability to funds, help Framingham Public Schools track grant funds coming in, and offer support to the schools in the grant application and management process. GDO staff also manages and administers the Title I grant which provides financial assistance to schools with high numbers of economically disadvantaged students.
